Government Affairs Manager

Position Mission: Manages OIA’s advocacy activities, consisting of governmental and political affairs. Responsible for developing OIA’s advocacy vision, agenda and member engagement, which includes the political action committee, grassroots outreach and communication of advocacy issues and news to members.

Education and Experience: A Bachelor’s degree in political science, risk management and insurance, business, or a related business field from an accredited university. Must have broad knowledge of political science, government affairs, campaign finance and communication. Graduate degree preferred.

This position requires an understanding of legislative and regulatory processes and an ability to read and interpret laws, rules and legislation. In addition, an understanding of political fundraising, campaign finance laws, workers compensation group rating programs and lobby reporting requirements is necessary. This role must be passionate about the independent agency system.

Required Certificates, Licenses & Registrations: P&C insurance license preferred or attained within the first year.

Mission-Critical Essential Duties and Responsibilities:

  • Sets the vision and strategic plan for OIA advocacy initiatives.
  • Monitors insurance industry news for legislative, regulatory, political and legal activity.
  • Keeps the board, Advocacy and Political Committee and leadership and management teams informed about breaking industry news, legislative and regulatory activity, and political developments through regular e-mail communication and collaboration with the marketing department and CEO.
  • Primary contact with ODI, BWC, Ohio General Assembly and other governmental agencies on legislative/regulatory efforts.
  • Represents OIA interests at agency, legislative, industry, political or special interest meetings.
  • Responds to and researches member and staff inquiries/concerns regarding legislative or regulatory issues and some company relations issues.
  • Writes legislative, regulatory and political related articles for all OIA publications.
  • Serves in advisory capacity to marketing and communications department on messaging to various audiences, including members and the media.
  • Liaison to national organization for national advocacy initiatives and coordinates support for federal issues.
  • Provides legislative and regulatory strategy support to the board, Advocacy and Political Committee, management team and CEO, including participation in internal and external meetings, development of OIA positions on critical issues, and collaboration with outside contractors.
  • Manages and maintains relationship with OIA’s contract lobbyist.
  • Manages the Political Action Committee (PAC) including annual planning, fundraising activities, PAC contributions, collection of data, reporting within OIA, and ensuring accurate campaign finance and lobbying activity reporting (filings with Ohio Secretary of State and JLEC).
  • Ensures OIA’s Ohio and Indiana insurance agency licenses are properly renewed and in compliance with any updates needed based on OIA staffing and Service Corporation board changes.
  • Leads the Advocacy & Political Committee including development of agendas, meeting notes, support for committee projects, and participation at committee meetings.
  • Plans and executes OIA’s State Advocacy Day and the national organizations Big ‘I’ Legislative Conference fly-in that takes place in Washington, D.C.
  • Identifies, plans and executes political fundraisers for candidates.
  • Serves as internal manager of OIA’s group rating programs and primary contact with Sedgwick for OIA’s group rating programs.
  • Helps identify, plan and execute professional development webinars for members in various areas as needed, such as ethics, legislative, regulatory and political and legal.
  • Performs any other related duties as required or assigned, including proofing and editing.

 Other Skills and Qualifications:

  • Ability to read, analyze, and understand common scientific and technical journals, financial reports, and legal documents.
  • Ability to respond to complex or difficult inquiries or complaints from customers, staff, regulatory agencies, or members of the business community.
  • Ability to publicly speak, testify and represent OIA before governmental bodies, coalition partners, organizations and other public and private entities.
  • Ability to develop a strategic plan, accountability metrics and vision for the organization.
  • Ability to manage and motivate consultants/interns/staff.
  • Ability to solve practical problems and deal with a variety of known variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, or diagram formats.
